WASHINGTON — President Trump is pushing to get Americans back to normal life from coronavirus lockdowns within weeks under new reopening guidelines shared with governors on Thursday, The Post has learned.

The “Opening Up America Again” guidelines, a copy of which was obtained by The Post, say states that show a downward trend in COVID-19 cases will be able to reopen their restaurants, bars, theaters, workplaces, sporting centers and gyms as soon as May 1.

Trump told governors on a conference call that “you’re gonna call your shots,” saying the guidelines were a recommendation.

“Bottom line, if you’re ready and you have those beautiful, low numbers like some of you have, let’s get going, let’s open up your state,” Trump told state leaders in a largely friendly call in which he praised governors for their hard work.

Under the guidelines, states will need to demonstrate a downward trajectory of COVID-19 cases over a 14-day period and a “robust” system for testing health care workers before they can proceed to a phased opening.

Phase 1 recommends continued social distancing, closure of schools, teleworking and sheltering in place for vulnerable individuals.

Non-essential travel is discouraged, bars should remain closed and visits to nursing homes and hospitals should remain prohibited, the guidelines warn. If possible, people in those states may be able to return to work in phases.

Elective surgeries may resume under Phase 1 and gyms and large venues, including movie theaters, sporting arenas and places of worship, may reopen if they can maintain social distancing.

States that show no spike in cases during Phase 1 can proceed to Phase 2, which allows schools, restaurants, gyms and bars to reopen with diminished occupancy.

Non-essential travel can resume and people can gather in groups no larger than 50, but teleworking is still encouraged.

With no spike ensuing, Phase 3 allows states to move to workplaces reopening with no restrictions and visits to senior care centers and hospitals can resume.

The guidelines were developed by coronavirus task force members Drs. Deborah Birx and Anthony Fauci in coordination with Centers for Disease Control and Prevention chief Robert Redfield, Vice President Mike Pence told governors.

The federal government is asking states to be responsible for testing and screening and securing an independent supply of personal protective equipment under the headline “Core state preparedness responsibilities.”

Yes, very true........but if governors start acting like Michigan's gov, we will see broad protesting & streets filled with anxious people across America wanting to get the economy going.

You guys just don't seem to see the harm that's been done to the way things were a lousy 5 weeks ago.

Many small businesses will never reopen. Many jobs will disappear. Commercial vacancies will pile up. Projects that were on the drawing board will be shelved. Some construction projects will stop midstream. There are going to be rent defaults and mortgage defaults. Credit cards will be maxed out and their holders will not be able to pay. Banks will be stressed to the max. Hospitals will be financially stressed because their profitable visits and procedures were put off. Many restraunts will open then close. Social distancing won't work for their business models. Commercial buildings will see tremendous vacancy rates over the next couple of years as some companies will fail now while others find that working from home suits them and their employees. Auto sales will plummet as people won't want to take on new debt in the atmosphere of uncertainty. Oil and gas companies will lay off many thousands of workers. Property values are going to drop. Foreclosures will mount.

God, I could go on and on.

I agree with part and disagree on others. I don't think there will be as many rent defaults or mortgage defaults as you think. Most of us have been down 4 weeks. I would hope that some people would have some savings (seriously, how much debt do you honestly think people got in after such a short amount of time?). But they also get a stimulus check and some unemployment. Banks did a good job in preventing foreclosures with the forbearance plan. How many jobs nowadays are computer related? I think it's obvious a lot are. Many businesses also kept paying due to the government assistance so not everyone even missed a check.

I don't think it's nearly as bad as you make it out to be. I'm more concerned with the inflating of the money supply than much of what you're saying.

BFL, 61% of Americans couldn't come up with $1000.00 if they needed it. I know that's unthinkable to many of us, but that's a real stat. What do you think those people are going to do with their gubment check when they get it?
